MUSIC AND FILM IN MOTION – MANDATE
Music and Film in Motion (MFM) is a non-profit organization whose mandate is to foster and promote the development of the music and film industries in Northern Ontario. As a development agency, MFM seeks to create economic development opportunities in Northern Ontario’s cultural industries.

NOMFA CONFERENCE
2011 will mark the eighth annual Northern Ontario Music and Film Awards (NOMFA) and the fourth annual NOMFA Conference. Since the first Awards Program launched in 2003 MFM has had the opportunity to present 84 awards to Northern artists, additionally more than 1900 audience members have joined us to celebrate our industry’s achievements. Over the years the program has continued to grow and in 2008 MFM launched the NOMFA Conference. This grassroots industry conference features three days of music and film panels led by music and film industry professionals from industry centres across Canada and the North, music and film showcases, mentorship sessions and networking opportunities. In 2009 The Perspectives Program was created with the goal of further developing Francophone and Aboriginal music and film/TV industries in the North. The program saw the addition of Francophone and Aboriginal specific panels as well as the greater inclusion of both communities across Conference programming. The NOMFA Conference continues to grow! Join us in 2011 and be a part of it all!

THE AWARDS - WHY SHOULD YOU ENTER?
Being chosen as a nominee is a distinction for which you will achieve recognition and acclaim. Nominees will receive conference passes, opportunities to network and make contacts within the music and film communities of Northern Ontario and beyond. Further, nominees will have opportunities to showcase and promote their work and have access to media coverage. Finally, winners will be given an award in honour of top distinction in their individual category.

THE NOMFA CONFERENCE – WHY SHOULD YOU ATTEND?
Even if you don’t plan to enter the 2011 Awards you should still plan on attending the Conference. In addition to the many opportunities that await you personally, your participation in the Conference adds to the growth, development and success of music and film in the North. This is our opportunity to not only showcase our talents locally but also show the music and film communities at large the wealth of talent to be found here in the Northern Ontario.

FRANCOPHONE AND ABORIGINAL ENTRIES
Music and Film in Motion (MFM) would like to invite and encourage all Francophone and Aboriginal artists, industry professionals and businesses to submit their music and film projects to the 2011 Northern Ontario Music and Film Awards Program. French language and Aboriginal entries are eligible and encouraged in all categories of the Awards Program.

To celebrate the works of Northern Ontario’s Francophone and Aboriginal music communities, MFM will offer a Francophone and/or Aboriginal specific award should we receive a minimum of four entries in any of the following  categories Best Album : Solo Artist, Best Album : Duo/Group, Best Songwriter, Best Film and Best Screenwriter.

ENTRY DEADLINES
Entries for all Award categories open Monday July 19, 2010.
All entries must be received at the MFM office by Tuesday October 15, 2010

RESIDENCY REQUIREMENTS
To be eligible for nomination, individual artists must meet one of the residency requirements:

The entrant must be:

1. A person who was born in Northern Ontario.
    or  
2. A person who was a resident of Northern Ontario for a period of at least five
    (5) consecutive years.
    or
3. A person who has lived in Northern Ontario for a consecutive eight (8) month
    period between January 1, 2009 and October 15, 2010.

*For collaborations, at least 50% of the members must meet the above residency requirements, unless the category they are entering indicates otherwise.

NORTHERN ONTARIO
Northern Ontario, as defined for the purposes of the Awards Program, comprises the territorial districts of Algoma, Cochrane, Kenora, Manitoulin, Nipissing, Parry Sound, Rainy River, Sudbury, Thunder Bay, Temiskaming and the District Municipality of Muskoka.

MUSIC AWARD CATEGORIES

BEST ALBUM BY A DUO OR GROUP:
This award is presented to the duo/group and the producer. A minimum of 50% of a duo or group must meet the residency requirements in order to qualify. The duo/group must meet residency requirements, but not necessarily the producer.

BEST ALBUM BY A SOLO ARTIST: This award is presented to the artist and the producer. The artist must meet residency requirements, but not necessarily the producer.

BEST SONGWRITER: The song submitted must have been released on record during the Eligibility Period. On collaborations, at least 50% of the songwriters must meet residency requirements. Single releases, or single tracks from multi-track/multi-artist compilations of new material are eligible. If the song is released on a full-length recording, a written notice identifying the specific track must accompany the submission. This award will only honour the Northern Ontario songwriter(s) and collaborator(s) who meet the Northern Ontario residency requirements.

BEST VOCAL PERFORMANCE ON A RECORDING: This award is for vocal performance only. The song submitted must have been released on record during the Eligibility Period. On collaborations, at least 50% of the vocalists must meet residency requirements. Single releases, or single tracks from multi-track/multi-artist compilations of new material are eligible. If the song is released on a full-length recording include, in writing, the song title and track number being submitted. This award will only honour the Northern Ontario vocalist(s) and collaborator(s) who meet the Northern Ontario residency requirements.

BEST ENGINEER: This award recognizes excellence in the field of audio engineering for studio recordings. The individual must meet residency requirements. Submissions must include a total of three (3) song selections drawn from ONE project completed during the Eligibility Period. The award goes to the individual engineer.


FILM AWARD CATEGORIES

BEST FILM:
All lengths, categories and genres of film, animated or live action, are accepted, including music videos. The producer must meet residency requirements. The award goes to the producer in recognition of the film.

BEST DIRECTOR: This award recognizes excellence in film direction.
The director must meet residency requirements. The award goes to the individual.

BEST FILM EDITOR: This award recognizes excellence in the field of film/video editing. The individual must meet residency requirements. The award goes to the individual.

BEST CINEMATOGRAPHER: This award recognizes excellence in cinematography and videography. The individual must meet residency requirements. The award goes to the individual.

BEST SCREENWRITER: The screenplay must have been completed during the Eligibility Period. On collaborations, at least one of the screenwriters must meet residency requirements. Screenplays must be complete and conform to industry standard. The award will only honour the Northern Ontario screenwriter(s) and collaborator(s) who meet the Northern Ontario residency requirements.


SUBMISSIONS
Entrants may submit themselves or be submitted by someone else. All entries must meet eligibility criteria. Late or incomplete entries will not be accepted.

Each eligible entry will be considered for selection as one of the three (3) final nominees in each category. The entries will be reviewed upon receipt at the MFM office in order to verify completeness and eligibility.

The eligible entries of each category are included in the current year’s voting process once a minimum of four (4) entries for that category have been received by Music and Film in Motion. In the event that there are not enough entries for a category to be included in the voting process, the current year’s entries will be eligible in the same category for the following year only. It is the responsibility of the artist/group to re-submit the entry.

MFM – MEMBERSHIP
Neither entrants nor those submitting entrants are required to be members of Music and Film in Motion; however, the entry fees are significantly reduced for MFM members. If you are interested in purchasing an MFM membership please visit our website at www.thinknorth.ca.

ENTRY FEES
An entry fee of $10 for MFM members and $29 for non-members, HST included, must accompany all entries. These fees cover administrative and handling costs for the entries. Multiple entries require a payment for each entry.

All fees are non-refundable, even if the entrant is disqualified or not chosen as a nominee.

JURY SELECTION
The eligible entries of each category will be judged by a panel of no less than five (5) jurors who are representative of the diversity of the music/film industry. Jurors will be selected for their demonstrated expertise and knowledge of the industry and of the categories being judged. Jurors who are deemed by MFM to have a conflict of interest for any entry will not be involved in the judgment of that entry, but will count as one of the five members of the jury. No MFM board or staff member shall sit as a juror, submit or be submitted for an award, or affect the decision making of the juries. Jurors are not permitted to submit entries to the awards or to have submissions made on their behalf. The names of jurors will be kept confidential until published in the program guide. Jurors’ decisions will be based on criteria specific to each category in terms of originality, form, content, and technical execution. Decisions of the jury are final and are not open to appeal.

VOTING PROCEDURES
Each juror on the panel for a category will review all eligible entries in that category and rank the top eight (8) entries. The ranked entries for each juror will be forwarded to the accounting firm of Collins Barrow who will determine the five (5) final entrants for each category. Each of the said jurors will then rank the five (5) and forward their results to the accounting firm for determination of the final three (3) nominees and the winner in each category. All nominees will be contacted by mail, phone or e-mail during the month of March 2011. Nominee information will be posted on the MFM website and announced to the public by means of a media release. The winners in each category will be announced at the awards ceremony to be held in Sudbury on Saturday April 30, 2011.

ELIGIBILITY REQUIREMENTS

ELIGIBILITY PERIOD
MUSIC:
Unless otherwise stated in the category description, all music category entries must have been released to radio and/or retail during the period from January 1, 2009 and October 15, 2010 (the “Eligibility Period”). Retail includes anywhere music is available for sale, i.e. live performances, mail order, retail stores, online etc. Entries must include proof of the date of release, which may be in the form of a letter from a record company or distributor, press releases, reviews, proof of delivery to radio or retail, etc.

FILM: All films in each category submitted must have been completed during the period from January 1, 2009 and October 15, 2010 inclusively (the “Eligibility Period”). Each submission will require signing a legally binding declaration certifying its completion date. Proof of the date of completion must be available upon request.

FORMATS
MUSIC:
Except where indicated, all music entries require a full-length sound recording (see individual categories for specific stipulations). A full-length sound recording is defined as a recording that contains a minimum of five (5) tracks, or, alternatively, a minimum of thirty (30) minutes long. At least fifty percent 50% of the tracks on a recording must be material previously unreleased to radio or retail except during the Eligibility Period. All full-length recordings require 80% original content by the artist or group entrant. Any entries of single tracks or individual compilation tracks must be original by the artist or group as applicable.

FILM: All lengths, categories and genres of film will be accepted, including music videos. Short and feature length screenplays will be accepted for the Best Screenwriter category. Screenplays must be complete and formatted to industry standards in order to be eligible.

CREDITS
MUSIC:
Music entries must include a complete and accurate list of applicable credits, i.e. a listing of all artists who performed on the recording and their contributions, composers of music/lyrics, album/song-titles, production, design, distribution information, etc. as applicable.

FILM: Films must be complete and available for screening with a full list of credits and a copyright date included.

LEGAL OBLIGATIONS
MUSIC:
Music recordings must fulfill all applicable legal obligations (i.e. licences and copyright, songwriters properly credited, mechanicals have been paid, etc.).

FILM: Film productions must fulfill all applicable legal obligations (i.e. licences and copyright, writers properly credited, etc.).

AUTHORIZATION – WHO CAN SIGN?
Persons signing the authorization form must own or have licenses to all copyright for the material submitted or be authorized in writing by the owner to submit and have the authority to execute said authorization.

LANGUAGE QUALIFICATIONS
All languages are accepted, unless otherwise stated in the category description. However, if in a language other than English or French, we strongly encourage the inclusion of lyrics, subtitles or transcripts in English or French.

SUBMISSION RESTRICTIONS
Artists can submit for any number of categories*. More than one project can also be submitted to a single category, or a single project can be submitted to more than one category, so long as each project meets the eligibility criteria for that category. In addition, if a project should fall within the Eligibility Period for two (2) Awards Program years, it may be submitted both years as long as all eligibility requirements are met.  However, the same project may not be submitted twice in the same category.

*Individual categories may limit the number of submissions from a single project, individual or group.  Please check individual categories for more details.

ADDITIONAL INFORMATION

DVD’s should be shipped in protective bubble-wrap mailers as fibre-filled packaging damages DVD’s. 

- Artists should not label their discs with bits of tape or non-purpose designed labels as this can cause damage to CD players.

- All materials submitted will not be returned and become the property of MFM and may be used for the promotion of the Northern Ontario Music and Film Awards Program in any media throughout the world.

- Artists retain copyright for all aspects of their work.

- MFM is not responsible for applications lost or damaged in the mail or by courier.

- All shipping charges must be prepaid. MFM will not pay any shipping or delivery charges.

- Proof of residency may be requested.

- Music and Film in Motion and its Board of Directors, Officers, and Staff, together with its Jurors and Auditing firm will endeavour to carry out the Northern Ontario Music and Film Awards Program in the manner stated, but shall not be responsible for any irregularities in carrying out the said program or any losses or damages suffered by anyone as a result of their endeavour to carry out the said program in the manner stated or any variation thereof.

- Although the Management and Staff of Music and Film in Motion will endeavour to maintain the program as herein set out, they reserve the right to vary the program as in their opinion, they deem appropriate.

- Rules and regulations are deemed to be accepted by the participating party upon entering this contest.
